World is shattered into chunks, some massive (russia-sized), some tiny (tasmania sized), most somewhere in between. Winds blow around the chunks, facilitating flight between them on rivers of air. Everything has roughly the same gravity, and there's definitely an atmosphere. There are occasional blobs of water completely surrounding a chunk of rock. Craft must be able to fly as well as float, which has led to a proliferation of styles.

Shunsui owns a gulet, retrofitted to sail air just as well as water. He shares captaining duties with Jyuushirou, with Nanao manning communications, the chunk's most bloodthirsty medic in Kiyone, experienced quartermaster Kaien, and Sentarou as ship's (nominal) cook.
